The Alatau City Authority, the ministries of energy, agriculture and transport, and Full Vision Capital have signed a memorandum of cooperation. The terms were agreed at a meeting between Kazakhstan’s Prime Minister Olzhas Bektenov and the group’s founder, Dr Peter Lee.
What was agreed
The memorandum covers sustainable energy, production of sustainable aviation fuel (SAF), smart energy technology, transport infrastructure and the agro-industrial sector. Full Vision Capital is one of Hong Kong’s largest investment and development groups.
Why this matters for housing
If you are looking at apartments, news about energy sounds remote. Yet it is exactly what determines whether a city becomes liveable.
A satellite city becomes attractive not when the buildings go up, but when it has jobs, power, water and a road to Almaty. The master plan calls for 853 MW of gas turbine capacity and eleven substations — not an abstraction, but what decides whether your flat has heating in the winter of 2031.
The second signal is the arrival of foreign capital itself. A major Hong Kong group runs its own risk assessment before committing. Their decision guarantees nothing, but it does mean the project has passed an independent outside review.
What changes in practice
Nothing yet for prices. A memorandum is not a contract; no specific sites or deadlines were named. But agreements like this form a queue of investors, and a queue of investors forms demand for housing.
