Alisher Abdykadyrov, chief executive of the Alatau City Authority, and Rustam Karagoyshin, chairman of the board of the Baiterek holding, have signed a cooperation agreement. It sets out a long-term partnership on attracting investment and providing financial support to projects within the city.
The number that matters
Alatau has now assembled a pipeline of 53 investment projects worth over 2 trillion tenge, with the potential to create more than 51,000 jobs.
Of all the metrics used to describe a new city, the last one matters most to an apartment buyer. Jobs are what make housing sought after. Without them a satellite city stays a place people leave every morning for Almaty, and its flats lose value relative to the market.
51,000 jobs is stated potential, not fact. But it is the first published figure of that order tied to a concrete pipeline of financed projects rather than to a 2050 horizon.
What Baiterek’s involvement brings
Baiterek is a national investment holding with its own development institutions. The meeting covered applying existing financial instruments to projects in industry, logistics, the digital economy, urban infrastructure and high technology.
The practical point is that projects gain access to state financing. That lowers the risk of announced construction stalling at the presentation stage — the usual fate of satellite-city projects worldwide.
The legal framework
The meeting also presented the city’s development concept under the constitutional law on the special legal regime of the city of Alatau: single-window investor support, special tax and regulatory regimes, and international guarantees protecting investment.
