At its 26 August meeting, the Alatau City Council provided a clearer picture of which initiatives have moved beyond negotiations and into practical delivery. The investment pipeline now contains 67 projects worth approximately $6.9 billion, with the stated potential to create around 55,000 jobs. For the housing market, the useful development is not simply a larger headline number. It is the new detail on active construction, utility networks and roads.
Projects that have started moving
PepsiCo and Sunny Paper facilities are described as being in active implementation. Work has begun on manufacturing and logistics projects involving Mars Petcare KZ, Griffin Logopark, DanaFlex and G-Trans Service. These facilities could affect housing demand through permanent employment rather than a temporary influx of construction workers.
Officials also confirmed continued preparation for Iconic Complex. A comprehensive development concept has been produced for 330 hectares within the KIND K-Smart Town initiative, while its master plan and feasibility study are due by the end of 2026. That distinction matters: preparation is not the same as apartment sales, and it does not establish a confirmed completion date.
Roads and utilities matter more than renderings
The Council reviewed 26 infrastructure projects. Reconstruction work has started at the Kokpa-1 electrical substation. Some water and wastewater projects are nearing completion, while contractors have been selected for the remainder. The road programme includes medium repairs to 61.2 kilometres of existing roads and the construction of 15 kilometres of new roads.
This is the most practical part of the announcement for a future resident. A home’s value depends on more than its architecture. Reliable electricity and water, along with access to main transport routes, determine whether a neighbourhood is genuinely liveable and how long a daily commute will take. Buyers should therefore watch the commissioning of individual roads and networks, not only the total project count.
What it means for a buyer
The increase from 53 to 67 projects indicates stronger business interest in Alatau. Nevertheless, an investment pipeline combines initiatives at very different stages. A project with work under way should not be treated like one that is preparing documents or remains under discussion.
The encouraging signal is that industrial sites and basic infrastructure are moving in parallel. That combination can create durable rental and purchase demand: jobs bring residents, while roads and utilities make it possible for them to remain in the city. Until permits, prices and sales schedules are published, however, it is too early to value a specific apartment on the strength of these plans alone.
